Incorrect banner target in P416 scenario (Laon) #210

Module V5.0.0beta9 Vassal V3.7.13 Scenario 416 Laon - 9&10 March 1814 (French Right)

Target is 10, should be 8 (note French pre-allocated banners are in correct places: 7 & 8).
