Russian 4-strength FA unit not responding to order command and causing spurious order-count issues.

Caused by duplicate Foot Artillery within the Russian 4-strength FA p/type (already included in the FA p/type). Fix and general consistency cleanup of the Russian LN, LT & FA unit pieces, in a207.
