Elan ordering issues #221

Module V5.1.0beta1 Vassal V3.7.14

Elan follows an incorrect rule, restricting Leader ordering. Also, sometimes single leader orders are not available from the Elan ordering widget. Widget should be consistent with Take Command ordering widget.

Fix in a302. Widget now offers options to order Stack, Leader or Both and these are disabled or hidden correctly. Widget appear and form is now consistent with Take Command ordering widget.
