Retire & Reform command issue #241

Module V5.1.0beta3 Vassal V3.7.14

Attacker using Retire & Reform command doesn't work from target during offline mode. Does work in online mode or from the target side. The command is enabled in all cases.

Conditional check inverted in R&R side bar code for offline mode. Further refined so that R&R/Stand hotkeys work only for the "correct" side, excepting allowed for PBEM.
