Revised IFL unit criteria and action so that assessment and adjustments to marker level state are correct. Distinguish max-move exceeded and impassable terrain states. Same principles apply to Cavalry Forward, Artillery Reposition & Light Infantry Skirmish.

LIS also required an exception for post-combat move:

Solution: Prevent moveChk2 on Light Infantry during LIS on return to original location during Combat phase. Fixes implemented in a837.

Universal fixes deferred until beta9 to allow for further testing and performance assessment.
