No data shown in "ontdekken" after selecting #370

Probabply this has something to do with the reactivty between loading the data in the tool via the URL observer and the communication button which filters the data. Rewrite communication module, to act when changing data_measurements or data_stations$data

This is because #359, the time period used for the selection is not the default_demo_time. So create a time for the choose tab and a time for the selection.
