Add cjob fetchers with test repeatible tests from inside a properly booted dev container.

All mem leaks resolved, but there is still some disparity between these fetchers and the cli fetchers. Further correlation efforts need to take place before this can be considered ready. Also mem alloc needs to be converted the GB
