Add more metainformation for color themes #3249

Show more metainformation about color themes, stored inside the theme file:

Author
License
Targeting what background: dark, light, something else?
Minimum necessary color mode (scr.colors) required (e.g. 8 colors, 256 collors or 16M colors)
Short description maybe?

See eco commands in librz/core/cmd/cmd_eval.c and librz/core/cmd_descs/cmd_eval.yml
