What steps will reproduce the problem?
1. There is no way to switch between HTML and Visual Editor 

What version of the product are you using? On what operating system?
The very latest version on a Debian server.

Use this option:

$('$editor').wysiwyg({ controls: {
        html: { visible: true }
    }});
