Scrolling speed determined by flick speed #175

The option to have it automatically determine how fast to scroll when flicked 
by how fast the user swiped. 

This is found on LauncherPro and makes the desktop feel more dynamic and feels 
like it matches the user's intention better.

 This is in fact something i would love to have too. Probably the only thing i am missing from HTCs sense.
