Unhinted Noto Sans Khmer has some data wrong in the Name table #1

When I install unhinted Noto Sans Khmer and NotoSansKhmerUI on a mac, it shows 
up in the Fontbook listing as NotoSans instead of Noto Sans Khmer (UI). 

This needs to be fixed.

Noto Sans Khmer has other problems, too. I'll file a bug on them, too.

I think the problem here is that the prefered family name (id 16 in the name 
table) is set to 'Noto Sans'. It should be set to 'Noto Sans Khmer' and 'Noto 
Sans Khmer UI', respectively.

Preferred Family; For historical reasons, font families have contained a 
maximum of four styles, but font designers may group more than four fonts to a 
single family. The Preferred Family allows font designers to include the 
preferred family grouping which contains more than four fonts. This ID is only 
present if it is different from ID 1.
