calt duplicates jamo features #106

The calt in Noto Sans CJK Regular includes all lookups from ljmo / vjmo / tjmo. 
HarfBuzz applies calt in Hangul. This makes shaping a sequence like U+11A2 to 
fail.

I'm guessing that this was added for shaping to work with engines that don't 
have a dedicated Hangul shaper. I'm going to disable calt in HarfBuzz, but 
wanted to make sure that was the intention.

Based on the Version 1.001 release, I think that this issue can be closed.
