Hangul fonts need ZWJ, ZWNJ, and ZWSP #147

From the Microsoft Hangul scripts spec, it appears that Hangul fonts may need 
to have characters for ZWJ, ZWNJ, and ZWSP in order to work properly with 
Microsoft text engines. See:

That was written in 2003, which predates KS X 1026-1:2007, which is apparently 
the guide to follow for combining hangul, and which makes no mention of U+200B 
through U+200D.

Further evidence is that Microsoft's own fonts that support combing hangul, the 
Malgun family, does not include mappings for U+200B through U+200D. in their 
'cmap' tables. I suggest that this be closed as invalid.

I got confirmation from some Microsoft folks that the characters don't have any 
special behavior in their shaper.
