No permission to download 'NotoSansCJK.ttc' #202

Here is the response:

403. That’s an error.

Your client does not have permission to get URL 
/git/third_party/noto_cjk/NotoSansCJK.ttc from this server. That’s all we 
know.

I have the same issue.  Get another 403 if trying to download file via Git tree 
web interface.

## Workaround
* Clone the git repo to your account then download the font from your repo
* Clone entire repo to local system.

I wonder whether this is related to the issue that I encountered when uploading 
the Super OTC to the Source Han Sans GitHub repository in mid-September, 
specifically that GitHub prohibits files over 100MB. My solution was to simply 
ZIP the file, which made it slightly under 100MB.

the permission is correct too. It seems that the file cannot be downloaded 
because it exceeds Google Code's per-file size limit (100MB). Will zip the TTC.
