What steps will reproduce the problem?
1. Google Chrome 38+

What version of the product are you using? On what operating system?
Windows 7.

what Noto fonts is this bug about? "Noto Sans" (for Latin-Greek-Cyrillic) or 
other Noto Sans fonts such as Noto Sans CJK, Noto Sans Thai ? 

Can you try the latest version of Chrome?  Also, the side-by-side screenshots 
of Chrome (where you see this problem) and other browsers (e.g. Firefox, IE 
10+) where you do not see this problem would be handy.

This is for Latin (I haven't tried the others).
Chrome 41: http://oi59.tinypic.com/118f986.jpg
Firefox 36: http://oi59.tinypic.com/2drzfa.jpg
IE 11: http://oi59.tinypic.com/jii493.jpg

Taking a very close look, the hinting on the digits appear noticeably worse 
than the alphabet characters. I don't know if this only happens for Windows 7, 
do you see it?
