What steps will reproduce the problem?
1.Go to https://code.google.com/p/noto/source/browse/third_party/noto_cjk
2.Try download the files as zip or even one by one
3. You get error 403

What is the expected output? What do you see instead?
I would expect a zip file, but i get error 403

What version of the product are you using? On what operating system?
Google chrome latest version on Win7 64.

The file size is wrong is well.
May be this issue needs forwarding to http://code.google.com/p/support/issues/ ?

It seems that during the initial rush of activity after the launch that the 
quota was exceeded. It would be better to get the fonts from 
http://www.google.com/get/noto/#/

This seems to be a problem with code.google.com. I don't think it's related to 
quotas. Reopening and assigning to myself to investigate further.

Ok, if you'd like. I've downloaded them successfully in multiple ways. Lots of 
other folks downloaded them too and only some didn't. I wouldn't spend a lot of 
time on this unless it continues.

The file sizes are indeed reported wrong in some views, such as the 
bottom-right side of 
https://code.google.com/p/noto/source/browse/third_party/noto_cjk/NotoSansCJK-Me
dium.ttc.

But the zip file referenced from 
https://code.google.com/p/noto/source/browse/third_party/noto_cjk can 
definitely be downloaded (note that it's 370MB).

Closing as Invalid, as I can't reproduce the main issue (can't download the zip 
file) and apparently Stuart can't either. The file size issue could be reported 
separate to code.google.com.
