Unable to preview Noto Sans CJK in Win8.1 #65

Cross reference: I filed the same issue for Source Hans Sans at 
https://github.com/adobe-fonts/source-han-sans/issues/8

What steps will reproduce the problem?
1. Install the affected fonts.
2. Try to preview them in Windows' font setting.
(Optional: Restart Windows before previewing.)

What is the expected output? What do you see instead?
Expected result:
The preview window pops up instantly and characters are shown.

Actual result:
The preview window pops up very slowly. Sometimes Windows says it is not 
responding. In the end no characters are shown.

(It is showing Source Han Sans but it applies to Noto Sans too)

What version of the product are you using? On what operating system?
OS: Windows 8.1 pro 64bit, with all updates installed
Fonts affected:
NotoSansSChinese.zip
NotoSansTChinese.zip
NotoSansJapanese.zip
NotoSansKorean.zip

Fonts not affected:
NotoSansCJK-Regular.otf (didn't test other weights)

(All fonts are downloaded from http://www.google.com/get/noto or 
https://code.google.com/p/noto/source/browse/third_party/noto_cjk)

Please provide any additional information below.
The affected fonts actually works in common usage, e.g. LibreOffice, Adobe 
Photoshop. However, I cannot use it in BabelMap 
(http://www.babelstone.co.uk/Software/BabelMap.html) as it works similarly as a 
font preview program.

It is caused by GDIPP (https://code.google.com/p/gdipp/).
Disabling it and everything is fine.

I filed https://code.google.com/p/gdipp/issues/detail?id=257
gdipp project is pretty much dead a while ago. Do not expect any feedback from 
the author.

FYI, MacType does not cause this issue.
