CJK names "Black Bold" and "Bold Bold"

What steps will reproduce the problem?
1. Open NotoSansCJK-Bold.ttc
2. Get the name (windows, unicode, english) of any of the fonts in the file
3.

What is the expected output? What do you see instead?
Expected: "Noto Sans CJK Japanese Bold"
Found: "Noto Sans CJK Japanese Bold Bold"

Same for Korean and S/T Chinese.

Also there is the same issue with NotoSansCJK-Black.ttc, where the names are 
"Noto Sans CJK Japanese Black Bold" etc.

What version of the product are you using? On what operating system?
