Create/Edit Favorite Apps and Quick Links Entities

User Story

As an USF admin, I'd like to be able to create new Favorite Apps and Quick Links.

As a USF user, I'd like to create new Quick Links.

Tech Details

Recreate these data models from the D7 site. @labboy0276 you can decide on the best entity type to use for D8. Some special features to remember...

• [x] ONLY admins can add Favorite App links, but normal users can create their own Quick Links.
• [x] Certain Apps only apply to specific Groups (hence the dependency on #41)
• [x] "Top Quick Link" option to make a Quick Link the top in the Quick Link list (Admin only)
