Reformatted Changes file as per CPAN::Changes::Spec #1

Hi Rik,

I've reformatted your Changes file according to the spec in CPAN::Changes::Spec. This involved minor changes in formatting, and finding out the date of a release from backpan, so every release has a date.

Thanks. I look forward to converting all my Changes files to match spec, but not just yet. I want to make sure I'm happy with how they'll look for humans and for me. (For example, I am sure I will feel quite particular about how the columns line up, and will want dates to start in col 11 so that they never move when there is a trial version, and so on.)

I will leave this ticket open as a reminder of the general issue.

Fair enough. I'll let my co-conspirator know that we shouldn't touch any of your other Changes files, for now.
