Hi! Please review this PR as part of CPAN Pull Request Challenge x Hacktoberfest.

In two commits, this PR adds two lines to dzil configuration. One finds minimum perl version and adds it to META files, other adds names of packages provided to META files.

Both these issues are explained in more detail at https://cpants.cpanauthors.org/dist/Pod-Weaver. These are definitely not urgent fixes, but perhaps good to have.

Let me know if you'd rather prefer me to add these lines to [@RJBS] plugin bundle.
