Description in `_dictionary()` #18

I think it would be helpful if the functions rjd3x13::x13_dictionary() and rjd3tramoseats::tramoseats_dictionary() also return the description of the variables (since it seems to be already in Java for most of the variables).

The functions x13_dictionary will contain descriptions (planned for release 3.2.2)
