Once panels, workshops, and videos are entered into the system, we need a way to list these on web pages.
For example, a "Panels" web page might want to list approved blocks with the type of 'Panel' and all formats except 'Workshop'.
A "Workshops" page might want to list approved blocks with the type of 'Panel' and the format of 'Workshop'.
Basically we need a bbcode tag capable of listing programming by type and format.
