TGI: Palette support for 4bpp mode #34

As of #33, TGI support should be fully implemented except for the SETPALETTE and GETPALETTE methods.

Likely need to set 16 bytes of BSS for the palette, so can:

get palette from Pico and write there
return pointer to that

I think get palette on the Pico needs to be implemented as well.
