Default assignee(s) #9

Since GH now allows multiple assignees perhaps she could always assign a set of default assignee(s)? E.g. there are some repos I would like to be an assignee on every PR.

Could make more sense to just have the bot communicate multiple assignees, let the default still be to pick one if none are chosen manually, and the author can choose everyone manually if they want on a case-by-case basis (it's pretty easy at our scale).
