Changes:

  • Delegates cache management to vcpkg which uses Binary Caching backed onto GitHub Action cache. This solves all the problems of the best effort cache management of the run-vcpkg@v10 action.

  • created a workaround for lukka/run-vcpkg#174 . The exclusion filter for saving the vcpkg artifacts onto the GitHub cache service is now working, and the overall cache size should be much smaller (e.g., the buildtrees content is not saved into cache).
