--only_frameshifts reports empty files, if none found #86

Hi devs,

currently, i'm using covsonar 1 as covsonar 2 does not have a --only_frameshifts parameter yet (if i'm not wrong).

For the GISAID upload (and maybe other pipelines) it would be helpful, if covsonar would not report an empty file if no occurence was identified but report a file with header only. This would facilitate further processing, e.g. table merging, because one could rely on the header being present.
