vimcatrc in ~/.vim/ #232

I like to keep my vim configuration in $HOME/.vim and while vimpager does look for its rc file at $HOME/.vim/vimpagerrc, vimcat doesn't. Since they're both part of the same project and they follow vim conventions, it would be nice if vimcat also read $HOME/.vim/vimcatrc.
