Describe the bug
The expected value of the onoff capability is not taken into account when turning devices on or off. When using specific action cards, such as turning devices off in a certain area of the house, all devices should turn off when executed. Currently, this action on the Harmony hub devices results in the devices being switch from their state, so when off turn on, when on turned off, oppose to always being turned off.
To Reproduce
Steps to reproduce the behavior:
Turn your devices on
Create a flow which uses the Homey card for turn devices in area off
Execute flow, notice that devices turn of as expected
Execute flow again, notice that now devices are being turned on
Expected behavior
When action card turn devices off in area it is expected that devices are turned off and never turned on again.
