To narrow things down; does it work right on Bizhawk with the (J) version?

I've noticed this in the PlayStation Audio player as well. When playing any
track, they all start at 2 seconds 00:02. If I rewind to previous track and
let it end, the player reports the 2 second pregap and then plays the next
track at the correct start 00:00.
This is reflected in game with music having the beginning cut off, or in this
case out of sync with the game.

ok, that should be fixed in r8775, and even though I need to rewrite the cue
loading code, I'll be sure to test this scenario before I make any changes
