Define the necessary data for all three levels (national, state, village). Create a list for each level containing all elements that will be displayed and what additional info within in the data. E.g:

Level Village:

houses (category: school/shop/residential)
powerline (voltage:123kV, source:osm) ...

I suggest to differentiate between high priority data and "nice to have" data on the three levels (National, State, Village) with prio 1/2 (2 is not relevant before Christmas). Also, I added the information if this data is planned to be frequently updated or not. Some datasets shall be visualized on multiple levels.
