loglevel_file affects console output #187

When loglevel_file = DEBUG, spice EV warnings are printed to the console like 5650 / 10236, ETA 0:07:092024-05-06 18:52:39,012 [WARNING] sys:1: UserWarning: SOC of vehicle 23_oppb_09 became negative at 2024-07-19 01:18:00. SOC is -2.614776806226436 Even if loglevel = INFO

When loglevel_file = (empty) warnings are not printed.

The latter behavior is expected and wanted.
