Allow opportunity vehicle types to service depot rotations

@j-brendel Right now depot rotations can not properly be generated if only oppb vehicles are specified. This is not reasonable, since an opportunity vehicle could service the rotation. I would like to change the beheaviour of simba, so in case no specific depot vehicle type is defined, the rotation uses the opportunity type instead
