[Bug] EPA parser does not use fix costs #909

I think the utils.data_parser.convert_epa_params_to_mvs does actually not process the fix costs provided by the EPA for the MVS simulation. This happens because the EPA does not provide the data to the MVS, but it should be fixed as soon as it does.
