Readthedocs structure is missing #919

We should have a structure for the readthedocs documentation until the next stakeholder workshop in October.

The profile for the open_plan tool which I created internally could be a good basis.

We decided on using the MVS documentation as the basis for the open_plan tool documentation.

Keep in mind that parameter and variable names should be made (widely) consistent to the oemof documentation and to the names on the open_plan interface.

@c-moeller we should discuss how we want to go forward here, if you fork the MVS and do not plan to work on the MVS presentation but an external one, maybe the issue here should be moved to that other repro, possibly the open_Plan tool github repo?
