Resolves #297

With this PR the dispatch plotting is fixed. Same issue occurs with the plotting function of scalar results. I've fixed it there too.

As I ran into the same error with Dynaconf addressed here, I implemented commit https://github.com/rl-institut/oemof-B3/pull/299/commits/d747df98477337de75ce47ad36fa501bb789a09c. After installing a new environment the error did not appear again. Due to time constraints, I was unable to determine if the new virtual environment or the prefix fixed the problem. This might still need to be tested.
