Fix plots for release #301

Fixes #297, #262

Mainly, this introduces these changes

Adapt the separator in several scripts
Handle empty data

The script plot_scalar_results should be restructured - it is very messy.

Open

[ ] plot_all_resources does not work
[x] plot_joined_scenarios: The plots have some flaws which should be solved in oemof-B3-methane (separating line set at position 6, empty data not handled correctly)
