tech of boiler_large and boiler_small in el_gas_constraints.csv raw data needs to be fixed #345

In oemof-B3/raw/scalars/el_gas_constraint.csv the tech is not correct for boiler_large and boiler_small component.

Instead of just boiler it needs the specification large or small. Otherwise this constraint might not be taking into consideration by the model. This could influence the calculation of emissions and the setting of constraints (e.g. if we calculate a 100 % reduced emissions scenario). But this has not been tested yet.
