added CMakeLists.txt (for building with cmake) #2

I don't know if you're interested in keeping yet another build script (if not, just reject this PR). Here in CCP4 we prefer cmake primarily for consistency - most of the projects that we build use cmake.

I admit a cmake build would help the Debian packaging.

Thank you for adding this. By the time I came looking at the pull requests, there was already one for a newer version of CMake so I'm going to go ahead and pull it.
