use local directory and blogs for fork previews #269

forks should also build previews, but omit getting directory or blogslist, since these require permissions to get which forks dont have.

This is rather messy, but made for a squash.

The PR alters the Build workflow so that it will now also build PRs from forks, so we may at minimum test whether build is actually possible.

The intention is that the PR should be merged into a branch in our repo as the next step, to generate the preview.
