CLI Improvements

This PR features some improvements for the recently addded CLI. I would say it is mostly feature-complete now.

• allow system wide installation
• Improve documentation
• Allow parsing of astrometry.cfg file
• Allow specifying a profile
• Fix parameter handling
• Formatting
