[x] Decide on contribution policies
[x] Create .github templates for issues and PRs
[x] Finish documentation as to setting up a project that uses this framework
[x] Add procedure to run tests to CONTRIBUTING.md
[x] Add simple installation instructions to README.md

Point 3 will also involve closer documentation of all the methods, which would help to tighten up the test suite.
