Add Declination to calibration data #45

Since currently PHD does not have any notion of where it is pointed, you have 
to recalibrate if you move in Declination.

We should add HasDeclination() and GetDeclination() methods to the scope class, 
and then for scopes that have declination available, the calibration code 
should record it, and the guide code should take it into account.
