Improve nl format in config for date, time and datetime #33

I changed the date format from M/d/YYY to dd-mm-yyy and changed the time to 24-hour clock. Source of why I think this is a better format: http://taaladvies.net/taal/advies/vraag/1489/datumnotatie/

@stil4m You made the original pull request for Dutch locale (f89e7c0c8665f98d547392f87cf7e56e63ef0362). Do you agree with this improvement?

Good change. I've only extracted this from my colleagues their code. Assumed they used proper default, but yours seem better. Good work :+1:
