Revert "Add config for Chinese zh-cn and zh-tw" #70

Reverts rluiten/elm-date-extra#66 I should not have merged this yet sorry.

It is missing the Config/Config_zh_cn.elm and Config/Config_zh_tw.elm files which are required to actually turn a date into a representation of a date in the language.
