I'm seeing this for https://code.google.com/p/nettiers/ as well.

Unfortunately the Google Code to GitHub exporter can be unreliable when
exporting project issues. (It is a 0.01% chance of failure multiplied across
all the GitHub API calls required to export your issues.)

If you delete the GitHub project and try again you should be OK. If your
problems persist, please open a new bug and/or look into the stand-alone issue
exporter.

From our logs:
creating GitHub comment: Post
https://api.github.com/repos/XXXX/python-on-a-chip/issues/100/comments: API
error 8 (urlfetch: CLOSED)

Which isn't really useful. (e.g.

Thanks - I had tried twice before reporting. But on the third time, it worked.
