Screen resolution size issues minimum not working at 800x600 1024x768

What steps will reproduce the problem?
1.Change screen resolution to 800x600 or 1024x768 
2. Using firefox responsive design tool

3.

What is the expected output? What do you see instead?
? what resolution should we choose as a minimum for our application.

I added custom presets in firefox responsive deisgn view for testing. 
You have to drag the corner to the right position to get it to the correct 
resolution
and then in the drop down select add preset.
