Repeated reloading the Change Password page produces error #176

What steps will reproduce the problem?
1. Login
2. Navigate to Change Password page
3. Repeatedly reload the page in quick succession
4. Error Message occurs

What is the expected output? What do you see instead?
Expected: No error Message
Actual: the following error message occurs - 
Failed to initialize layers: com.google.gwt.user.client.rpc.StatusCodeException

Please use labels and text to provide additional information.
This bug seems to be related to the bug reported just before this one.
