consider alternate gazetteers to use for place names #216

Just placeholder to remark that the existing gazetteer is perhaps
insufficient - it uses old (colonial) place names.

Ideally we could use or develop a local gazetteer, and even allow new names
and synonyms to be incorporated by users...

One potential source of names and synonyms:

an additional idea is to include park names (e;g; Ranomafana,Tsimanampesotse)

excellent idea.

if a geocode request returns the wrong location (or no location at all) what
interface would users need in order to add new names and synonyms to the 
gazetteer?
