occurrence certification voting #248

each occurrence detail page should allow users to submit a positive,
negative, or neutral quality score with an option to comment. this might
serve as an initial certification process.

quality scoring should support occurrence property labels. for example, a 
negative
score because of a suspect CoordinateUncertaintyInMeters property value should 
be
labeled with a 'Property-CoordinateUncertaintyInMeters' label.

Something like this is desired and should replace 'certification' (very 
strongly our
users do not want their data "certified" or not -- but they do accept quality
labeling).  For starters however, I think that rather than voting, we should 
only
allow our Taxonomic Review Board members to do this.  

What I'm not sure about is whether the quality label should be applied to the 
whole
record, and the  comments to particular fields.  I think we need to sit down 
and work
it thru.

Related to this, we should get rid of the term Certified and the ability to 
search
for "All Certified" data

virtually all of this has been implemented (at the record level) in recent 
releases
